2021.10.17 05:45 DragonBat362 Realistically, how long would it probably take for police, SWAT, and military to learn how to kill zombies?

I recently rewatched this scene from Resident Evil: Apocalpse where the zombies overrun the police and SWAT team and even though defenders of the film say that none of the police or SWAT knew that the citizens had turned into zombies and thus didn't know to shoot them in the head, it still blows my mind that they let themselves be overwhelmed. These SWAT were armed with M4s, MP5s, G36Cs, and even an M60 and they barely took down any zombies!
In real life, even if the police, SWAT, and military weren't aware that people were turning into undead zombies, would it still take them that long to try and go for headshots? If they see that their attackers are taking multiple shots to the body and still moving, I'd imagine that at least some of them would try and go for the head. Sure, it's not the easiest target, but it seems like the next best option.
Also, why are SWAT and military always firing full-auto in almost all zombie media? Is bullet conversation not a thing in real life?

How the city proposes to spend the PG&E and ARPA funds Hey all,
Last week the City's longterm finance committee (myself, Schwedhelm, and Sawyer) gave the initial thumbs up on the spending proposal for the PG&E settlement funds and the American Rescue Plan Act funds. While it sounded like each Councilmember has a few changes that we want made before final approval, we sent it along to the full council for discussion and adoption on October 26th in a public study session. Between the two sources of funding, we have roughly $124 million to spend over the next few years.
First, a few caveats:
  • The PG&E settlement funds are completely flexible. We can spend those on whatever priorities we see.
  • The American Rescue Plan Act funds must be used on: revenue replacement for government services, COVID-19 expenditures, small business assistance, COVID-19 economic recovery, premium/essential worker pay, investments in watesewebroadband infrastructure.
  • ARPA can NOT be used to offset tax revenue or be put in pensions funds.
  • ARPA must be fully spent by the end of 2024 - these are dollars we HAVE to spend
I broke the expenditures into some broad categories. Obviously, many of the ideas fall into multiple categories, so I figured out how to classify them for myself. Here's how the proposals fall:

So what's in it?
First, for the PG&E settlement funds. The City has already slate most of the funds for a few specific purposes:
  • $40 million to stabilize the City's reserves. When the 2017 fires happened, we had 19% of our general fund in reserves. Since then, we've drained and rebuilt the reserves time after time as we have responded to unplanned emergencies (Kincade, Glass, Walbridge, COVID-19) and used funds as dollar matches for rebuild projects. This $40 million will help stabilize the city's budget.
  • $10 million for the Roseland library: There was a general acknowledgement from all of us that one of the significant projects that was pushed off because we needed the funding for rebuild was the library. So we set $10 million of the PG&E funds aside to make sure we can deliver that project for the community.
  • $10 million for the Renewal Enterprise District (RED). This will match the County's commitment and create an incentive program to help get housing projects build (focused mostly at downtown). As a note, this is a loan and the city expects to be paid back down the road.
  • $20 million for fire recovery projects: This includes funding to complete the Hopper Avenue corridor, do residential street repair, relandscaping and vegetation restoration in fire damaged areas.
  • $8 million for Fire Resiliency Projects: This includes funding for the City's new vegetation management program and Wildland resiliency response and strategic plans. It recently was partially used to deliver new fire trucks that are specifically equipped to respond to the wildland urban interface.
That leaves $7 million left to use. Here's what's proposed with that money:
  • Translation services ($500k - for documents and translation at meetings consistent with our new open government sunshine ordinance we passed)
  • Youth promotores/youth council program ($50k)
  • Intern program ($80k, to focus on diversity and inclusion)
  • South Santa Rosa Ave specific plan ($600k)
  • Roseland creek park ($1.5 million to complete all of the pedestrian and bike pathways)
  • Staff equity training program ($115k)
  • Community speaker series ($35k)
  • DEI community spaces ($150k)
  • Board and committee stipends ($75k - may be switched to childcare during meetings)
  • SEED collaborative recommendation implementation ($300k - SEED is the city's equity, diversity, and inclusion plan)
  • DEI dashboard ($50k)
  • Community empowerment plan ($250k)
  • Planning and economic development contract services ($798k for plan check, review, and inspection services....to build housing faster)
  • Public records technology updates ($1m)
  • Fire inspection database ($190k to streamline state process)
  • Transit radio upgrade ($100k - new technology needed)
  • Asawa fountain ($300k)
  • Climate action plan ($200k)
  • Needed evacuation equipment ($150k)
  • Enhanced infrastructure finance district ($80k)
  • Limited term planner ($240k - 2 year term to work on affordable housing)
  • Limited term media tech ($240k - 3 year term to help with hybrid meetings)
Here's what's proposed for the ARPA funding:
  • Funding for homeless services ($9.8m - three years of funding)
  • Sam Jones Hall capital improvements ($2m)
  • Safe Parking program ($2m - two years of homeless services with wrap around services)
  • Childcare program ($2.9m - phase 1 stabilized existing providers. This funding is for phase II to build childcare capacity in low income census areas)
  • After school programs at affordable housing sites ($168k)
  • Expanded recreation programs in disadvantaged neighborhoods ($210k)
  • Legal aid funding ($100k)
  • Universal Basic Income pilot program ($960k - 100 families at $400 /month for two years)
  • Baby bonds ($1m - 700 families)
  • Tenant improvements ($1m - grants for small businesses)
  • Broadband expansion ($8.6m - fiber backbone projects)
  • COVID-19 testing ($1.2m - weekly testing for unvaccinated employees)
  • ARPA administration ($250k - compliance and reporting)
Here are my biases. Ideally, I would like to see most of the PG&E funds go towards fire resilience and rebuild. I also am supportive of using a chunk on reserves (especially because we've used our reserves on fire resilience and rebuild already) and some deferred community projects.
As for ARPA....it's a once in a generation opportunity to not just address the pandemic, but also to take a big swing at inequities.
When I take a step back and look at why I wanted to be on Council, it was to help people - specifically to work on poverty issues. So when ARPA passed, I talked with staff and public policy friends to see what we could do to try to make a dent in generational and systemic poverty. The programs I'm the most excited about are the UBI pilot program and the baby bonds. Baby bonds, for those who don't know, are a $1,500 bank account for babies born in our community. Parents can add to the account, and it will appreciate in value, but the money can't be used until the individual turns 18. At that point, they can use the money either on education or as the downpayment on a home.
How was the spending prioritized?
After months of taking in input - from the community, from Councilmembers, from staff, we compiled a giant list of "wants", about $240m worth of ideas. We asked staff to evaluate them based on a their sustainability (environmental, economical), based on their socio-economic impact and the determinants of health, the social impact, and based on the City's goals and priorities. And voila. These are the projects that scored the highest across the board.
